Sir,
I am directed by the Secretary of State for India in Council to acknowledge the receipt of your letter of the 13th Instant and to acquaint you in reply that forwarding Copy of a Letter from the Hongkong and Shanghai Banking Company, requesting authority to establish Agencies at Bombay and Calcutta.
In reply, I am directed to acquaint you, that a similar request was forwarded to this Office by the Lords of the Treasury on the 13 November last. It was then suggested to their Lordships, that the Hongkong & Shanghai Banking Company should be informed that their application should be addressed to the Government of India, and Sir Stafford Northcote is of opinion that a similar answer should be given to the Letter which you have forwarded.
